Tacview wont record over 1kb

I cant get Tacview to record over 1kb... Single player, multiplayer... nothing

Can I assume that you are talking about DCS World?

In that case, please have a look at the question 16 of the dedicated documentation:

If you are running Tacview 1.6.3+, then I think that you probably have a faulty lua script preventing the proper execution of Tacview data exporter.
