Error in documentation for Ground Move Costs

There seems to be an error in the documentation (program version 1.0.10) for the Ground Move Cost to enter an enemy ZOC. Section 4.0 Basic Game Ground Operations Rules, Table 5 Ground Move Costs states in Note a that: "Enemy ZOC negates road/RR and exerts +1 MF penalty."

However as you can see from the picture below, an enemy ZOC clearly exerts a +2 MF penalty. The situation shown is from the Poland 1939 scenario using the German 1st and 11th Infantry Divisions, both which have a Movement Factor of 3, with a Move to Attack order. If an enemy ZOC only exerted a +1 MF penalty, then the German 1st Infantry Division could attack the Polish 20th Infantry Division in Mlawa, and the German 11th Infantry Division could also attack the Polish 20th Infantry Division from the hex northeast of Mlawa.

I'll have to research this further.  At first look, it appears the Polish unit is exerting a +2 MF penalty.  I assume it is clear weather, right?

Yes, it is clear weather in the Poland scenario I mentioned in the first post. It is also a global problem. I have noticed it in all the scenarios I have looked at. For instance, in the screenshot below from the Murmansk Scenario, the German 2nd Mountain Division with a MF of 4 should be able to move into Petsmao if the Soviet units ZOC only cost +1 MP (also clear weather).
