The concept sounds good to me. It looks like an improvement for any campaign.
So lets sought out the details.

We could have different chances to determine the success for a retreat after the afternoon/evening turn according the weather at the afternoon turn of the previous battle-phase and the next morning turn. Clear= lower chance > cloudy/rainy > higher chance.

Both turns = Weatherstorm > No retreat or higher mali and perhaps rallying phase of 2 turns (no movement or little MP in the 2nd turn).

LVdA uses night marching extra fatigue and has rules to convert fatigue in temporal and permanent casualties.

To keep things simple I would use the same mechanism as for pursuits, but instead of valuing the cavalry, using the weather and conditions of the retreat to calculate casualties/recovery percentage after the retreat.
