Considering that Ssnake has said that they ran out of time to refine the installation of the map package + game installer + legacy map installer + map tools (https://www.steelbeasts.com/topic/13363-tried-to-install-more-maps-via-installer-now-cant-run-the-game/?tab=comments#comment-197077), I suspect the answer is "yes".
