Bug - City Selection not highlighting on the map

I am running the latest version 1.0.12 and am starting to notice some deviations from what the tutorial says.

In the Word document for section 7 it states:

Move the mouse cursor to select a city name (note WWIIE highlights the cities as you move the cursor over the name), and then mouse left click on the name.

This is not true, when I do this I see:



As you can see the entire map turns gray and no highlighting is possible.
