l)   Situation:
a)   Enemy Forces:
            Over the past months, a rising number of armed clashes between the irregular forces and X-FOR as well as attacks on and displacement of the civilian population have occurred in our AOR. The humanitarian situation is still disastrous; 30% of the people are suffering from undernourishment, child mortality is very high, there is no or only poor access to clean drinking water, and avoidable diseases are fatal due to absolutely inadequate health care. -            i   
            A nationwide revival of Islam can be observed. Mullahs exploit the disappointment of the population at the absence of reconstruction measures and are agitating against X-FOR troops. Attacks on police stations in the province of TASGRAD indicate that the influence of irregular fighting forces is rising in the country.
            Attacks on X-FOR are increasing, for example one patrol barely escaped an assault after a mine trap had been laid out on LOC ORANGE.
            Irregular forces are occasionally equipped with obsolete armoured vehicles, including T62 and BMP.

            Overall, the situation is not calm and not stable.


b)   Friendly Forces:   ;
            2nd Manoeuvre Company (2 MC), with the bulk of its forces, is currently deployed at CAMP HOPE in the town of MARMAL. At present, 2 MC has one CIMIC team (protectees) in the town of TASGRAD and is preparing to conduct a relief operation together with QRF, which is currently moving into its assembly area.

c)   Civilian Population:
            The local population is still friendly. No major refugee movements are expected.

d)   Mine Situation:
            Sections NORTHEAST and EAST of TASGRAD are mine-suspected area
2)   Mission:
            Due to the tense security situation, all UN and NGO staffs have been directed to leave the area. In TASGRAD, the security situation does not allow redeployment on own initiative. QRF will be prepared to conduct a relief operation in the town of TASGRAD. We have no contact with our CIMIC team, but we anticipate that they are lynched shortly.


   Constraints:
            ROE: Military force may only be applied for self-defence and in order to enforce the mission, observing the principle of proportionality.

3)   Execution:
            Concept of operations:
            2 MC will move, with a REAPER reconnaissance patrol ahead, to the town of TASGRAD, free the protectees while being screened by two air mobile checkpoints (AMCP) and   .   '??•  -
            will then withdraw to Pickup Zone (PZ) 1 or 2.
            The approach will be covered by an EYE1 sniper team, which will have occupied its observation post (OP) soon and which will provide live information on any movements in the town of TASGRAD.

            Sergeant-Major...., you will move to TASGRAD with your QRF and report the time when AMCPs EAGLE are to be set up; approach flight time approximately 3-4 minutes.
            The CIMIC team is in the northern part of the town as indicated on the map.
            Unfortunately you will have only 45 minutes; after that, it will be too late.
            You have to evacute the CIMIC team. It is in your responsibility if you use route NORTH or SOUTH.


4)   Support, Attachments and Detachments:

a)   Artillery:
            l x 81-mm mortar platoon (NL)

b)   Logistic Support:
            WD and standby recovery capacity at Camp HOPE

c)   Attachments/Detachments:
            directed to coop 1 x EYE1 sniper team                                     (non-controllable)
            directed to coop l x REAPER Dingo patrol                        (non-controllable)
            directed to coop 2 x AMCP, Tiger with UH1 (EAGLE)    (by actuator)

5)   Command and Signal:
            as detailed by QRF platoon leader

Notes:
            1.)   The red circle indicates the range of the 81-mm mortars in the camp.
               Please do not request artillery support outside the circle.
            2.)   CIMIC vehicles will have to be controlled by the actuator or the operator once they have appeared.
