Hearts of Iron IV isn't as bad DLC-wise as most Paradox games; 5 DLC compared to 27 DLC for Crusader Kings II--and one of HoI4's 5 DLC is free while 2 are expansions, are they not?

I'm still holding out for a complete HoI4 pack with the base game and all its DLC (including expansions) for 75% off.
